Mortality Risk Valuation for Policy Analysis

EPA's Office of Policy, Economics, and Innovation's National Center for Environmental Economics has requested the SAB to provide guidance on the Agency's approach to valuing mortality risk reductions in monetary terms for use in benefit cost analyses of Agency rules and regulations. EPA made this request as part of the Agency's process for revising and updating its Guidelines for Preparing Economic Analyses (2000). The SAB will review two papers related to this topic. The first paper addresses the application of meta analysis techniques to the derivation of estimates for mortality risk reduction. The second paper discusses appropriate and available methods for valuing mortality risk reductions when affected populations have varying life expectancies.
