Under the SAB's authorizing statute, the Environmental Research, Development, and Demonstration Authorization Act of 1978, the SAB "may make available to the Administrator, within the time specified by the Administrator, its advice and comments on the adequacy of the scientific and technical basis" of proposed rules. The Environmental Protection Agency has proposed a rule to establish volume requirements and percentage standards for 2023 through 2025 for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. A workgroup of the Science Advisory Board recommended that the SAB provide advice and comment on scientific and technical issues regarding proposed volume requirements for the Renewable Fuel Standard Program. The full SAB considered the workgroup's recommendations and decided to provide a commentary to EPA on the proposed rule.
