The EPA has issued a proposed rule establishing processes the Agency should undertake when promulgating regulations under the Clean Air Act (CAA) to ensure that information regarding the benefits and costs of regulatory decisions are developed and provided to the public in a consistent and transparent manner. This proposed action consists of three elements. First, the proposed regulation provides that the EPA will prepare a benefit-cost analysis for all future significant proposed and final regulations under the CAA. Second, the EPA proposes that the benefit-cost analysis be developed using the best available scientific information and in accordance with best practices from the economic, engineering, physical, and biological, sciences. Third, the EPA proposes additional procedural requirements to increase transparency in the presentation of the benefit-cost analysis results, while maintaining the standard practices of measuring net benefits.
