The Environmental Research, Development, and Demonstration Authorization Act (ERDDAA) requires the EPA to make available to the SAB proposed criteria documents, standards, limitations, and technical information on which the proposed action is based. The SAB may then decide to provide advice and comments on the adequacy of the scientific and technical basis of the proposed action. On May 31, 2022, the Chartered SAB voted to review the science supporting the proposed rule titled “Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review.” The rulemaking proposed comprehensive standards of performance for greenhouse gas emissions (in the form of methane limitations) and volatile organic compound emissions for new, modified, and reconstructed sources in the Crude Oil and Natural Gas source category, including the production, processing, transmission and storage segments.
